MPEG Layer-3 codec advanced (freeware version)
32 Bit Windows Encoder and Decoder extension

Supports:
 - MPEG-2 audio layer 3 from 16 to 56 kbit/s
 - Fraunhofer MPEG-2.5 extension for 8kbit/s.

Installation:
Open Windows Explorer and go to the work directory.
Right-click on the INSTALL.INF file, and choose the INSTALL menu command.

The codec should work right away - if not, try rebooting your system.

The Fraunhofer ACM codecs (from the makers of l3enc) allow one to encode
and play mp3 files from within any sound program - CoolEdit, Sound Forge
or even Windows Sound Recorder. The codec is used to save .wav files in
MPEG layer-3 format (in fact it's just an .mp3 with a riff/wav header.
You can change the extension to .mp3 and output the files with a MP3 player).
The codec is 32-bit, operates very fast - three to five times that of l3enc
